Proposed change: yellow with green stripes to green. 5-bay, 3-story brick Transitional style building, which incorporates a pedestrian passageway that divides the two halves of the structure. One of 5 double buildings extending from the corner of Decatur and Madison and down Madison constructed in 1827 for Louis McCarthy according to the plans of Joseph Pilie, the building originally had arched openings on the ground level and entresol level. The rear service buildings no longer are extant.
